Syllabus

Course Objectives

The course provides the main information that a Head of the Prevention and Protection Service of a company (RSPP) needs to know to carry out his activity. The goal is to present an overview of the aspects to be considered in risk assessment in the workplace, as required by Legislative Decree 81/2008.
The expected learning outcomes are the followings:
Knowledge of the structure of Decree 81/2008 and ability to consult and understand the indications for the purposes of assessing and managing risks in workplaces.
Ability to identify and quantify the dangers, possible damages and the main mitigation measures for a series of occupational risks covered in the course (risks related to the work environment, chemical and electrical risk, manual handling of loads, confined environments).
Acquisition of a methodological approach for risk assessment and for the preparation of the Risk Assessment Document (DVR) as indicated in Legislative Decree 81/2008.
Developing the ability to critically use artificial intelligence systems to support safety management in the workplace.

Course Prerequisites

The course does not require specific prerequisites.

Teaching Methods

Lectures supported by power point slides. For each topic, the lectures includes the following parts:
1. Regulatory framework: the section illustrates the main regulatory aspects, and in particular the reference articles of Decree 81/2008 for the subject dealt with.
2. Risk assessment: the main aspects that a prevention technician must consider for the purpose of assessing the risk treated in the workplace and the techniques to be used are described.
3. Mitigation measures: description of the strategies and technologies to be introduced to minimize the residual risk following the cost / benefit ratio.
4. Practical examples: description of real case studies using images or videos to illustrate: types of accidents that may occur in relation to the treated risk, problems to be identified during inspections in the workplace and mitigation measures to be implemented and checklist examples for the audit.
Furthermore, a practical extercise will be assigned as a part of the evaluation.

Assessment Methods

The assessment consists of a written exam, the grade of which will be supplemented by the results of the practical exercise. Specifically, the exam will consist of three parts:
- 20 multiple-choice questions, each worth a score of 0.75 for a total of 15 points.
- 3 open-ended questions regarding the practical cases presented in class. Each question will be worth a maximum of 4 points for a total of 12 points.
- Practical exercise, which will be worth a maximum of 4 points.
Students who achieve a score above 30 points will receive honors. Effective performance in all parts of the exam is required to obtain a passing grade. Students who fail to complete the practical exercise will not be admitted to the exam.

Texts

The course is based on the didactic material and on the handouts provided by the teacher. In addition, during the course of the lectures, the teacher will provide further references to the INAIL Guidelines available for the topics covered and the regulatory material to be consulted.

The course is organized in eight lectures:
1. Introduction to safety legislation.
- Hints of the history of legislation and future developments envisaged by the European Commission
- Structure and contents of Legislative Decree 81/2008
- Main definitions (risk, danger, damage, accident, occupational disease, near-miss)
- Security figures: role and legal obligations
- Overview of risks in the workplace
- General instructions for carrying out the practical exercise and assigning topics to the working groups.
2. Workplaces
- Obligations of the employer
- Definitions and requirements indicated in Annex IV of Legislative Decree 81/2008 (characteristics of the premises, structures, underground rooms, traffic routes, parapets, emergency exits)
3.Signs and Personal Protective Equipment
- PPE requirements
- Information, education and training
- Indications for the choice and use of PPE according to the risk
4. Electrical risk
- Electrical systems, equipment and mobile connection organs
- The main aspects of electrical risk: electrocution, explosion, fire, lightning
- Plant requirements according to the D.M. 37/2008
- Electric discharge protection devices and grounding systems
- Maintenance requirements and controls for the effective management of the electrical risk
5. Chemical risk
- Notes on the REACH and CLP regulation
- Labeling of substances
- The safety data sheets and their useful contents for the purposes of the DVR
- The MOVARISCH procedure
6. Work in confined environments
-Definition and characteristics according to Legislative Decree 81/2008 and comparison with the main international regulations
- Methods and tools for risk management and mitigation
- Decree 177/2011: general aspects and procedures to be followed to operate in confined environments
7. Manual handling of loads and video terminals
- Types of movement considered at risk according to Decree 81/2008
- The load levels and the elements that contribute to the determination of the risk level
- The ISO 11228 standard: preliminary assessments
- The NIOSH method to determine the lifting index
-Video terminals: indications contained in Legislative Decree 81/2008. Minimum requirements to be checked for workstations
8. Drafting of the Risk Assessment Document (DVR)
- Contents of the document as required by Legislative Decree 81/2008
- Phases of risk assessment
- Methodology for identifying and recording hazards
- Strategies for the attribution of risk levels
- Identification of prevention and protection measures
- Methods for monitoring over time and reviewing the objectives of the DVR
