Syllabus

Obiettivi Formativi

The aim of the course is to provide students with advanced knowledge to understand the actual functioning of the European Union and the most recent discussions regarding the future of European integration. The module provides an overview of the contemporary EU, focusing in particular on highly debated topics concerning the development of the integration process like the dynamic of polity building and Europeanization, the new arrangements of EU governance and the thorny questions of democracy and legitimacy in the supranational arena. Furthermore, the course is dedicated to discussing the evolution of the EU in light of the various crises that have affected the continent over the past decade, concentrating on the key actors, the dynamics of politicization, and the tools used to manage these crises. By the end of the course, students will be able to understand the main theoretical and empirical aspects of the European Union governance and of its institutions in an advanced level. Students will thereby have the tools necessary to comprehend the European Union's current and future challenges.

Prerequisiti

Students are expected to have a fundamental understanding of the EU political system (at the BA level), paying close attention to the EU institutions and the theories of European integration.
For this reason, prior to the start of the course, it is required that students read chapters 2,3, 4,5, 6, 10, 11, 12, 13 of Cini and Pérez-Solórzano Borragán's "European Union Politics," Oxford: Oxford University Press.

Metodi didattici

The course consists of two parts. The first is based on lectures related to the texts indicated in the syllabus and the lecturers' presentations (these are an integral part of the program). This part of the course aims to develop students' knowledge of the functioning of the EU, its model of governance, and the implications of political conflict over this model.
The second part consists of group seminar-style presentations on a topic agreed upon at the beginning of the course (readings will be assigned at the beginning of the course) and cooperative learning. All students are required to read the texts in advance and to intervene in the discussions with questions or considerations concerning the topic of the presentation. This second part of the course aims to develop students' analysis and discussion skills.

Students must pay particular attention to Kiro, which will be used as a complementary tool for the course (videos and readings for the seminar).
At the beginning of the course, a complete syllabus/instruction on the schedule of classes/seminars and the essential organizational provisions will be uploaded to Kiro.
Recordings covering exam topics will be made available for students who are recipients of inclusive teaching modes.

Verifica Apprendimento

The evaluation will be based on
1) attendance and class presentation of a topic agreed with the lecturers (50%) to be followed by a plenary discussion;
2) final written exam (50%) based on the content presented in the lectures (texts and slides), which will assess the knowledge acquired by the students during the lectures and their ability to analyze the main theoretical and empirical aspects.

Only for Sviluppo Economico e Relazioni Internazionali (SERI) students who will not attend the course. The assessment will be a final written exam based on Cini and Pérez-Solórzano Borragán (2022) "European Union Politics," Oxford: Oxford University Press (all the chapters)

For the first part of the course the reference book is Cini and Pérez-Solórzano Borragán (2022) "European Union Politics," Oxford: Oxford University Press (for attending students only chapters: 7, 8, 9, 15, 16, 18, 19, 25, 26, 27, 28).

Contenuti

The course will be structured in two sections, as follows.
The first section will discuss some of the key theoretical issues surrounding the process of European integration, including: the functioning of the multilevel governance system; how the EU polity and politics are handling the issues of democracy at the supranational level as well as the EU's impact on the functioning of democracy at the domestic level. The discussion of the Europeanization process and member state convergence will be held in this context. Finally, the lecturers will give students the key insights into how the major EU crises are being handled and how they are developing. Here, the main objective will be to identify the key lessons from these crises for the future of the EU polity as well as the effects of the supranational political decisions.

Through student lectures and debates, the second section will cover some of the most important issues in EU politics and governance.

Attendance signatures will be collected in each class.
If you are an “attending student” (this includes all students enrolled in the degree program in World Politics and International Relations, and any other student who choses this status at the beginning of the course), you are expected to attend all classes on premises. Any absence should be authorized beforehand; otherwise, if unplanned, as soon as possible afterwards. Justifications other than illness (such as grave family reasons) may be taken into account at the discretion of the course teacher. Problems of protracted illness will be assessed on a case-by-case basis. Any unjustified absence will negatively affect your mark for participation and therefore your final overall exam mark. In the case of students enrolled in the World Politics and International Relations program, repeated unjustified absences will result in being disallowed from taking the exam during the current academic year

A tutor will be available to provide explanation and assistance with course organisation and content.
