Syllabus
Course Objectives
The course aims to provide students with a thorough understanding of the organizational foundations of health systems, with particular focus on the Italian National Health Service (SSN), the structure of territorial and hospital care within the SSN, and the specific features of the Lombardy Social and Health System.
At the end of the course, students will be able to:
• understand the role of health organization in safeguarding public health;
• describe the functional components of a health system and the main organizational models at the international level;
• recognize and describe, using appropriate terminology, the structural, regulatory, and operational characteristics of the National Health Service and its differences compared with other health system models;
• interpret indicators and information relevant to assessing the performance of healthcare services;
• apply the concepts learned to critically analyze the organization of territorial and hospital services;
• evaluate strengths, weaknesses, and implications of different organizational choices in both national and regional contexts;
• integrate the acquired knowledge to navigate the contemporary debate on healthcare reforms;
• develop the ability to engage in continuous updating in relation to developments in health systems and health policies.

Course Prerequisites
Mastery of the fundamental concepts in statistics (i.e., the main summary measures and elements of inferential analysis) and epidemiology (i.e., measures of frequency and association and study designs) that are necessary to interpret quantitative data relevant to healthcare.
Full command of introductory notions of hygiene and community medicine, essential for understanding the conceptual framework of healthcare organization models: concepts of health determinants and health promotion, and primary, secondary, and tertiary prevention interventions.
Knowledge of the essential elements of healthcare management needed to interpret managerial logic and the criteria underlying the evaluation of healthcare performance.
Basic knowledge of clinical medicine, useful for contextualizing care pathways, patient management, and the organization of levels of care within healthcare systems.

Teaching Methods
The course includes lectures supplemented by case study analysis. At the end of each lecture, students are encouraged to independently read selected excerpts from the scientific literature, which will then be discussed in subsequent sessions.
Assessment Methods
Learning is assessed through an individual oral examination designed to evaluate the student’s understanding of the course content and their ability to integrate it into a critical and coherent perspective.
The assessment is expressed on a thirty-point scale.
The grade obtained in this module contributes to the final mark of the integrated course in Public Health, through a weighted average with the grades of the other modules, in accordance with the regulations of the integrated course.
