Syllabus

Course Objectives

The course aims to enable the student to acquire a sound knowledge of the fundamental principles and the most important institutions of the administrative system, as well as organisational models and types of administrative activities concerning both central and peripheral and local administrations, as well as to ensure knowledge of the discipline of public services.

Course Prerequisites

Knowledge of the Constitution and the principles governing administrative action

Teaching Methods

Lectures, review of key court rulings.

Assessment Methods

The profit examination is conducted orally on the entire examination programme. Special arrangements for the examination for frequent students may be indicated by the lecturer in class.

It is also indispensable to base the study on the judgments that will be pointed out in class.

Contents

The subject matter will focus in particular on: subjective legal situations; organisational models; the role of public powers; the most recent administrative reforms; local autonomies and administrative decentralisation; authoritative administrative activity and service-based administrative activity; administrative procedure; consensual activity; administration contracts; public services.
The monographic part of the course will focus on the study of the various orientations (especially the dominant ones) of doctrine and jurisprudence on the individual institutions examined. The most important issues will also be examined in depth through the examination of some recent important rulings.
