The purpose of the module is to present the most relevant issues of the Italian local administrative system in their historical development, with the aim of identifying the legacies and constraints that such developments have produced on the current situation. Through this learning path, students are expected to: - acquire a solid knowledge of the topics addressed in lectures and examination texts; - demonstrate the ability to use appropriate terminology and critical tools; - show evidence of having acquired the capacity to critically apply the notions learned to issues and problems currently debated in the public sphere.

Course Prerequisites
Students are expected to have a basic knowledge of 19th- and 20th-century Italian history.
Teaching Methods
Video lectures combined with in‑person activities (group work, seminars, archival visits). Additional support and class interaction provided by the tutor.
Assessment Methods
To obtain the open badge, students are required to have viewed all the video lectures of the module, attended the in‑person activities (or completed the substitute activities uploaded on the Edunext platform: https://learn25.edunext.eu/), and taken the self‑assessment test. The final examination of the cluster consists of passing a written exam [M3, M4] and an oral exam [M1, M2]. The written exam is a prerequisite for the oral exam and will remain valid until the end of the academic year (March–April 2027 session). Obtaining the open badge for the individual modules is a prerequisite for taking the final examination of the cluster.

The module will address the evolution of local government in Italy from the Unification to the present day, focusing in particular on the main institutions (municipalities, provinces, and, more recently, regions) that operate at the territorial level to administer and govern local communities, provide services, and promote the development of their respective areas. Special attention will be devoted to the organizational and decision‑making dimensions of local administrations, their relations with central and peripheral state administrations, and their interactions with private actors operating alongside the public sector. Although the Italian case will serve as the primary focus, references will also be made to foreign models, their circulation, and their adaptation within the Italian administrative system.
