Syllabus

Obiettivi Formativi

The course aims to address the main ways in which public administration reform processes have developed since the first half of the 20th century. Public management paradigms have emerged over time in response to pressures arising from changes in social, economic, political, national and international scenarios. These changes have affected the organisation and management of public administrations as well as the relationship between the public and private sectors, between the state and the market. The course aims to provide students with the skills and tools to understand the issues of governance, public-private partnerships, strategic service management, the role of institutions and public management in supporting the development and competitiveness of socio-economic systems.
The aim of the course is indeed to motivate students to approach the topics studied with independent judgement, developing original and critical thinking, including by applying the knowledge and skills acquired during their studies. The course aims to motivate students to develop a multidisciplinary analysis and strengthen their transversal skills (method of analysis, communication, comparison) through individual study and group work.

Prerequisiti

There are no formal prerequisites.

Metodi didattici

The course includes lectures and workshops/group work. The contents of the seminars, exercises and group work will be defined at the beginning of the course and published on the KIRO page of the course.

Verifica Apprendimento

Oral exam. The exam consists of a single final oral exam with a minimum of three questions and a grading scale (0-30. Honours may be awarded). Students will be asked to answer theoretical questions and discuss case studies. This is in order to assess their basic knowledge of the subject and their ability to use the tools learned during the course. In agreement with the class, learning tests may be scheduled, which will not result in partial assessments valid for the exam grade but will allow students to monitor and self-assess their preparation.

A public authority capable of supporting a constitutional project. The ECSC High Authority as an example of institutional and public management innovation.
5. The 1970s. The search for a new balance between the state and the market, between local and central institutions. The management of public services in the United Kingdom.
6. The 1980s. The Management of public services and the relationship between public and private. The spread of a “managerial” paradigm in the United States and Europe.
7. The 1990s. The “value” of public services.
The search for a new model and a different relationship with stakeholders.
8. The 2000s. Federalism, subsidiarity, innovation.
Experiences of public management reform in Italy and OECD countries. From performance measurement to organisational well-being, strategic outsourcing of services and digitalisation.
