Syllabus
Course Objectives
The module aims to illustrate the most relevant themes of the Italian administrative system in their historical evolution, with the purpose of identifying the legacies and repercussions that such developments have produced on the current situation. The course will cover the developments of the last one hundred and fifty years, with a primary focus on Italy, but also with comparative references to other administrative systems and particular attention to the circulation and adaptation of foreign models.
Through this learning path, students are expected to:
- acquire a solid knowledge of the topics addressed in lectures and examination texts;
- demonstrate the ability to use the appropriate terminology as well as critical and interpretative tools in order to achieve a historically grounded understanding of contemporary issues;
- critically apply the notions acquired to current questions and problems debated in the public sphere, including through group work.

Course Prerequisites
Students are expected to have a basic knowledge of 19th- and 20th-century Italian history.
Teaching Methods
Video lectures combined with in‑person activities (group work, seminars, archival visits). Additional support and class interaction provided by the tutor.
Assessment Methods
To obtain the open badge, students are required to have viewed all the video lectures of the module, attended the in‑person activities (or completed the substitute activities uploaded on the Edunext platform: https://learn25.edunext.eu/), and taken the self‑assessment test.
The final examination of the cluster consists of passing a written exam [M3, M4] and an oral exam [M1, M2]. The written exam is a prerequisite for the oral exam and will remain valid until the end of the academic year (March–April 2027 session).
Obtaining the open badge for the individual modules is a prerequisite for taking the final examination of the cluster.

Contents
The module aims to analyze the historical development of the Italian administrative system from the Unification to the present day, with comparative references to other administrative systems and particular attention to the circulation and adaptation of foreign models. Special focus will be given to the definition and role of the Public Administration within the changing organizational and social context from the Unification onwards, to the constitutional principles that regulate and have regulated it, and to the models and transformations of its organization, structure, and administrative personnel.
The topics addressed will concentrate on three fundamental areas:
1. The transformations of central administration;
2. The origins and characteristics of parastatal administrations;
3. The evolution of the legal status, training, and culture of administrative personnel.
